I. Name
1. The organization was founded as the Eurasian Quality Assurance Network (EAQAN).
2. The Eurasian Quality Assurance Network is a bodies' network carrying out the external education quality review at the national or regional level in the Commonwealth of Independent States and the Baltic States. It will function in co-operation with the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), European Quality Assurance Association (ENQA), Central and Eastern European Network of Quality Assurance Agencies in Higher Education (CEE Network) and other bodies.
3. The Eurasian Quality Assurance Network (here in after EAQAN) is a non-commercial organization.
II. Objectives
1. EAQAN has the following objectives:
1.1. Assistance in good practice dissemination with the purpose of education quality promotion in Eurasian countries.
1.2. Information support and assistance in organization of new quality assurance agencies in the region.
1.3. Realization of mutual research in the sphere of quality assurance.
1.4. Co-operation of quality assurance bodies for quality assessment procedures' improvement (licensing, attestation, state and public accreditation or relevant procedures).
1.5. Development of compatible methodologies of national quality assurance systems, assistance in mutual decisions' recognition.
1.6. Mutual development of the position and active role in educational space.
III. Methods
2. EAQAN achieves its objectives by means of the following methods:
2.1. Organization of conferences and workshops for experience exchange and problems statement.
2.2. Internet-server development for the efficient information exchange between Network members.
2.3. Development and publication of the Network members' accredited institutions' (programs) register.
2.4. Creation of experts' selection and exchange. Network members' experts training.
2.5. Dissemination of the information about EAQAN and its members' activity by means of informational bulletins, documents, magazines, printed and on-line manuals.
IV. Management bodies
6. EAQAN management bodies are represented by the Assembly and Management Committee.
7. The Assembly consists of EAQAN members (personal or virtual presence).
8. The Assembly meetings are held not less than once a year. The notification on Assembly session is sent via post-mail minimum 2 months prior to the event.
9. The notifications are sent via post-mail, e-mail and are laid out on the web-site.
10. The members present at the Assembly constitute the session quorum. During an on-line Assembly only 50% of EAQAN members make up the quorum.
11. A number of tasks considered at the Assembly:
11.1 election of EAQAN president, vice-president, Secretary General;
11.2 appointment of working groups' leaders;
11.3 listening to the reports presented by the members of the Management Committee;
11.4 decision making for EAQAN functioning;
11.5 amendments introduction into the Regulations (if necessary);
11.6 members' expulsion in case of incompliance of their activity with the Regulations;
11.7 new members' admittance.
12. Assembly decisions are taken by a majority vote. The vote is implemented with the help of the scheme: one country-one voice.
V. Management Committee
13. The EAQAN Management Committee consists of a president, vice-president and secretary, representing different EAQAN countries.
14. The Management Committee is elected at the Assembly meeting for the period of two years. Reelection is possible only for two periods.
15. The president is responsible for:
15.1. Assembly sessions' organization;
15.2. close contact maintenance with other organizations on behalf of EAQAN;
15.3. working groups' activity monitoring;
15.4. EAQAN publications and their placement on the web-site;
15.5. implementation of other functions determined by the Assembly;
15.6. preparation of the annual report on the Management Committee's activity.
16. The secretary:
16.1. stores and disseminates EAQAN documentation (including register members);
16.2. organizes and minutes the Assembly and Management Committee sessions.
17. The Management Committee sessions are held (personal or virtual presence) in case of necessity, not less than once a year. Every session is conducted by the president (vice-president) in accordance with the appropriate procedures.
VI. Membership
18. EAQAN membership is open for the organizations (bodies) carrying out the external quality assessment at the national or regional level.
19. Participation in the Eurasian Quality Assurance Network doesn't contradict Network members' initiatives and joining other networks (associations).
20. Membership procedure:
20.1 The Management Committee reviews membership application.
20.2 The Management Committee decides if the candidate meets all the requirements described in Article 18.
20.3 The EAQAN Assembly ratifies the Management Committee decisions.
21 EAQAN members can:
21.1 co-operate in achieving EAQAN objectives;
21.2 use their rights within the bounds of the Regulations.
22. EAQAN members must:
22.1. obey these Regulations;
22.2. agree with EAQAN Assembly decisions and resolutions.
23. The membership is recalled if a EAQAN member:
23.1. notifies the Management Committee about its secession from EAQAN;
23.2. doesn't correspond to the requirements indicated in the Regulations;
23.3. acts on behalf of EAQAN without any sanctions.
VII. Organization liquidation
24. EAQAN can be liquidated on condition that two third of the Network members vote for this decision.
