Workshop: "Mapping External Quality Assurance in Central and Eastern Europe: a comparative survey"

On May 28-29, 2005 the workshop of the members of the Central and Eastern European Network of Quality Assurance Agencies in Higher Education (CEENET) was held in Poznan (Poland). 29 representatives from 10 countries, Network members (Albania, Austria, Bulgaria, Czech Republic, Hungary, Lithuania, Russia, Slovakia and Poland) participated in the workshop.

The conference was devoted to the activity analysis of the accreditation agencies- CEENET members according to the membership criteria of the European Association for Quality Assurance in Higher Education (ENQA).

The standards and requirements for the quality assurance systems are prepared by the ENQA Administration Committee and are submitted for consideration to the Ministers responsible for higher education in the participating countries of the Bologna Process (Bergen (Norway), May 19-20, 2005).

The communiqu? of the European Ministers adopted "the standards and guidelines for quality assurance in the European higher education area", committed themselves for introducing the proposed model for peer review of quality assurance agencies on a national base. The Ministers welcomed the principle of a European register of quality assurance agencies based on a national review.

The analysis of the CEENET accreditation agencies' activity carried out on the basis of self-evaluation reports presented in a definite format is a first step forward to bring them closer to the compliance with the Bologna Declaration requirements.

Conclusions:

1. All the accreditation agencies operating in the signatory countries of the Bologna Declaration including ENQA members will be suggested to pass the assessment procedure on compliance of their activity with "the standards and guidelines for quality assurance". This procedure will also involve self-evaluation review supported by the necessary documents in English, experts' visit to the agency under accreditation and accreditation decision making at the ENQA conference. The agency membership and entry to the European quality assurance agencies' register will be reviewed in accordance with the procedure outcomes.

2. The CEENET members proposed to favor the exchange of external experts and agencies' visits for the purpose of mutual recognition, help and support in achieving the compliance of their activity with the ENQA requirements. News list     Photoreport
